List Orders On Hold

Mailing list orders go on hold if they meet certain criteria related to the record count and user status. New user jobs will go on hold so we can verify list criteria and delivery format expectations. Orders less than 100 records and more than 25,000 will go on hold so we can verify list criteria and delivery format expectations with user before the list is released.
