You may observe a "No Authorized Recipient Available" scan in your certified mail tracking data.
This scan means that nobody was available to sign for the certified mail when the USPS carrier attempted delivery. When that happens, USPS leaves a PS 3849 notice in the mail recipient's box informing them of the missed delivery. The PS 3849 gives the recipient information about scheduling redelivery and tells them that they can also pick it up at the local post office.
USPS will attempt to deliver a certified letter three times before it's returned to sender.
