Does EDDM® Retail require any USPS permits?

No.  USPS postage permits and the annual fees associated with them are not required to use EDDM® services, but program registration with USPS is required.  Registration is free.  To register and obtain the required Mailer ID (usually referred to as a CRID), visit the USPS Business Customer Gateway.
